White lusterware finish on appears to be a German Shepard with black collar.
I have seen this same (or very similar) figurine with 2 matching puppies chained to the collar.

There is a small chunk of pottery on the dog's back that is glazed over as well as the tip of one ear is off and directly on the back of the ear and glazed over. see photos. wb1
