Hard plastic bank outfitted to resemble an officer uniform. Hat, eyes and detailing are glued on paper or felt pieces / labels. There may have been something on the hat, all that remains is a brown ring staining, see photos.
Feet are removable to retrieve inner contents (presently empty.)
